If you were bitten by a dog in Pennsylvania, the state imposes liability for all damages sustained by the victim where the dog owner’s negligence in keeping the dog allows it to bite someone or where the dog owner has or should have knowledge of its dangerous propensity to attack another person, yet fails to take reasonable precautions to prevent the attack. New Jersey has a dog bite law that imposes strict liability on the owner of a dog, regardless of whether the dog has a history of viciousness or the owner’s knowledge of any such dangerous behavior, where the dog bites a person in a public place or while that person is lawfully on or in a private place. (Strict liability means that a person can be held liable for harm caused to another individual even without negligence or other fault).
New Jersey will also impose liability on a dog owner in situations not covered under its dog bite law such as where someone other than the dog owner fails to take reasonable steps to prevent the dog from attacking someone.
